A young woman asked me recently, how these models and Arab women get that super glow going on? What was the secret? Was it some product or was it a technique? Well the answer is that it is a combination of both. The dewy/glowy look makes you look instantly younger, fresher and for lack of a better word, 'hot'. This look is especially suited for the cooler months and for those girls who have dry or normal to dry skin. If carefully done, girls with normal to oily skin could also pull it off but I would not recommend this type of makeup for girls who have huge pore issues or super oily skin.
Things you will need:
a. Tools: I find fingers do an amazing job for this particular look but you can use any makeup brush (preferable stippling brush) or makeup sponge (slightly damp)
b. Dewy Foundation: These day you get really good foundations with multiple finishes. Some of my favorite foundation to achieve this look:
Loreal True Match or True Match Lumi
Avon Calming Effects
MAC Face and Body
Clinique Even Better Foundation
Shiseido Radiant Lifting Foundation
Garnier BB Cream
c. Glowy Blush: A blush with a sheen helps achieve this look, just stay away from glittery blushes unless that's what you are going for:

Any blush that is not matte
You can also use cream blushes and blend them along your cheek bones for that lit from within look:

d. Highlighter: A highlighter strategically placed on tops of the cheek bones, along the nose, on top of the cupid's bow and under the brow bone completes the look. You can go for liquid or powder. Liquid looks more natural.

Technique:
It is as simple as ABC, just blend your foundation well. You can add a bit of liquid highlighter if you want even more dewiness. Do a little contouring (optional) and sweep your blush along your cheek bones taking it upto your temples. Or blending it out if you are using cream. Now apply highlighter as mentioned above. It will take a few hits and misses before you get it just right. Practice does make perfect. Lastly dust some face powder along your T-Zone leaving the cheeks.
